GAO commented on a 1987 appropriation limitation regarding the salaries and benefits of the Consumer Product Safety Commission's (CPSC) chairman and commissioners. GAO noted that: (1) the provision's historical legislative intent was to limit the number of commissioners; (2) the scheduled 1987 federal pay raise would increase executive compensation over the limitation amount; (3) Congress enacted a supplemental appropriations act which added sufficient funds to accommodate this increase; and (4) Congress enacted a continuing resolution adding funds to accommodate the scheduled 1988 federal pay increase.
