[Protest of Any GSA Contract Award for Automobile and Light Truck Leasing]

A firm protested any General Services Administration (GSA) contract award for automobile and light truck leasing. The protester: (1) claimed that it never received a copy of the solicitation, despite repeated attempts to procure one; and (2) requested resolicitation of the procurement so that it could submit a bid. GSA argued that the protest was untimely, but GAO noted that the protester filed its protest within 10 days of bid opening. GAO held that: (1) failure to provide the protester with a copy of the solicitation did not provide a compelling reason for cancellation and resolicitation since GSA obtained adequate competition and reasonable bid prices; and (2) there was no evidence to suggest that GSA deliberately precluded the protester from competing. Accordingly, the protest was denied.
