[Protest of Any DESC Contract Award]

A firm protested any contract award under a Defense Logistics Agency (DLA) solicitation, contending that: (1) DLA lost its bid after the DLA mail room verified receipt; and (2) DLA should award it the contract as the low bidder or resolicit the requirement. GAO noted that the DLA bid opening room did not receive the protester's bid. GAO held that: (1) the protester could not resubmit its bid since there was no way to ensure that the resubmitted bid would be identical to the original bid; and (2) DLA took reasonable steps to ensure that it considered all bids from responsible sources and was, therefore, not required to resolicit. Accordingly, the protest was denied.
