[Protest of Army Nonresponsibility Determination]

A firm protested the Army's determination that it was nonresponsible under a solicitation for vehicle covers, contending that: (1) the contracting officials discriminated against it due to its religion and nationality; and (2) the preaward survey findings were erroneous. GAO held that it would not consider the protest since the protester failed to: (1) apply for a certificate of competency from the Small Business Administration; (2) show that the contracting officials acted in bad faith in rejecting its bid; and (3) support its allegation of discrimination. Accordingly, the protest was dismissed.
