In response to a congressional request to review the application of the Balanced Budget and Emergency Deficit Control Act of 1985 to the state-funded share of federal/state cooperative programs, GAO provided a letter it sent to the United States Geological Survey in which it stated that the agency's authority to expend funds collected from state governments under cooperative programs constituted an agency budgetary resource that is subject to reduction under the act.
