A firm protested a contract award to any other bidder under an Army solicitation, contending that: (1) the low bidder did not meet the size standard set forth in the solicitation; and (2) the second low bid was nonresponsive. GAO held that: (1) the matter of the low bidder's size status was referred to the Small Business Administration (SBA) for consideration; and (2) it would render a decision regarding the responsiveness of the second low bid only if SBA determined that the low bidder did not meet the applicable size standard. Accordingly, the protest was dismissed in part.
