A firm protested an Army contract award, arguing that, since its price for the basic quantity was lowest, it should have received the award. GAO noted that the solicitation stated that there were other factors to be considered in the overall price evaluation besides the basic quantity price. Since the price evaluation was based on the stated scheme, award was proper. GAO also held that the protester's argument concerning the evaluation method was untimely because it was not filed before bid opening. Accordingly, the protest was denied in part and dismissed in part.
