A firm protested the Veterans Administration's decision not to award multiple contracts under a solicitation, contending that: (1) multiple contracts were necessary to ensure that the required services would be performed; and (2) the contracting officer treated the protester unfairly. GAO held that: (1) while the solicitation contemplated the award of more than one contract, it did not require a multiple award; (2) the protester did not sufficiently prove that the contracting officer acted maliciously or in bad faith. Accordingly, the protest was denied.
