A firm protested the General Services Administration's (GSA) rejection of its bid under an invitation for bids to procure and install electrical equipment. The protester believed that the rejection by GSA of sample equipment submitted with the bid resulted from careless, inaccurate testing, rather than from deficiencies in the samples. GAO found that, since the firm was suspended from contracting with GSA pending debarment proceedings, it was no longer eligible for award, and its protest would not be reviewed. Accordingly, the protest was dismissed.
