A firm protested a contract award under an Army solicitation, contending that the Army improperly found it to be nonresponsible based on information contained in the Army's files. GAO held that, since the protester had been proposed for debarment from Government contracting, it was not an interested party for the purpose of protesting the procurement. Accordingly, the protest was dismissed.
