[Protest of Small Business Size Standard in Army RFP]

A firm protested the small business size standard used by the Army in a request for proposals which was a small business set-aside for the preparation of technical publications. The protester's bid was rejected because the Small Business Administration (SBA) found that the firm did not meet the specified size standard. Since SBA has exclusive authority to determine small business size standards for Federal procurement purposes, GAO would not consider the protest. Accordingly, the protest was dismissed.
