Highlights

A firm protested the award of an Army contract for biocular assemblies. The protester contended that the Army improperly determined it financially nonresponsible. GAO stated that the contracting officer's determination of nonresponsibility was reasonable because it was based upon a preaward survey which showed that the protester would be financially unable to perform the proposed contract due to a shortfall in meeting current business commitments and was delinquent in four out of five of its existing Government contracts. Accordingly, the protest was denied.
