Comments were made on proposed amendments to the Federal Procurement Regulations relating to the publication of notices for architect-engineer services in the Commerce Business Daily (CBD) and the selection of architect-engineer firms by use of design competition, including total economic life-cycle-cost projections. The amendments: (1) set forth information which is required to be placed by the contracting officer in notices in the CBD for architect-engineer services; (2) and revise the wording of certain existing provisions. GAO believed that the term "contracting officer" should be changed to "the agency head or authorized representative," but that the wording of the other existing provisions should not be revised. Futhermore, GAO found the wording of the proposed amendments to be cumbersome and somewhat confusing.
