A Senator, acting on behalf of some small business constituents, protested the award of a contract and requested that GAO issue a decision requiring the Air Force to revise the solicitation by eliminating a performance bond requirement. Such matters must be decided under the Bid Protest Procedures, and the protest was dismissed as untimely filed. A protest may be filed even though the protester may be unable or unwilling to participate in a procurement because of a bonding requirement.
