Use of Government Property by Private Firm for Commercial Purpose

A decision was requested as to whether the Bureau of Land Management (BLM) may lease space in state offices to a commercial microfilming service which will make BLM records available to the public. Because of the close connection between the private and governmental purposes, a license for use of government property should not be granted. However, if BLM cannot fulfill its duty to provide information to the public, it should procure these services in accordance with prescribed procedures.
