A decision was requested as to whether per diem should be reduced for employees on temporary duty in foreign countries who receive meals and lodgings in staff houses or in the private quarters of employees stationed overseas. Such quarters are not considered as government-owned for the purpose of reducing per diem. However, per diem should approximate the traveler's expenses, and agencies should consider adopting a lodgings-plus system for per diem.
