Request for Decision as to Legality of Payment of Voucher

A certifying officer, whose previous request for an advance decision was denied because no specific voucher accompanied the request, resubmitted the request and provided a voucher. There has been no decision by the agency to incur the expense, and no voucher was presented to the certifying officer; therefore, the request is not subject to an advance decision by the Comptroller General.
