A company protested the agency's determination that it lacks integrity and contended that this question should have been referred to the Small Business Administration for Certificate of Competency procedures. The determination that the company was nonresponsible for lack of integrity was not supported by evidence in the contract file. The matter was recommended for submission to the Small Business Administration for consideration of a Certificate of Competency. If the certificate is issued, consideration should be given to terminating the awarded portion of the contract. (SW)
