Claimant protested the rejection of its bid price on a small business set-aside as unreasonably high and protested the cancellation of the solicitation. Full competition was not achieved since only one bid was submitted on solicitation that provided for 15 days between issuance and bid opening. Compelling reason existed to cancel solicitation, but agency may issue new solicitation while earlier one is under protest. (DJM)
