Payment for Unauthorized Leave

A former enlisted Navy member appealed a Claims Division settlement disallowing his claim for pay and allowances for a period of unauthorized absence. Although a portion of this period was spent for psychiatric treatment, the absence was not excused as unavoidable, and therefore the disallowance of payment was sustained.
