Highlights

Elgar Corporation protested the award of a contract to Emerson Electric Company because Emerson requested an extension of time in performance of preaward benchmark tests and, allegedly, gained an unfair cost advantage. It is noted that Elgar also received some leeway in the benchmark test performance; no prejudice was found to either offeror. (RS)
