A military officer appealed the denial in part of his request for waiver of indebtedness arising out of an overpayment due to an erroneous Pay Entry Base Date (PEBD), contending that there was no overpayment and that the PEBD should be adjusted. The law does not allow an officer's PEBD to be adjusted to include credit for service based solely on service as a midshipman in the Navy Reserve Officer Training Corps. The member was not entitled to waiver for erroneous payments for any period of time after being informed of the error.
