Retroactive Correction of Appointment Action

An agency questioned whether it has authority to retroactively correct an appointment action of an employee whose papers erroneously reflect a break in service. Since the employee should have received a temporary appointment when changing agencies and had reemployment rights at the new agency, the records may be administratively corrected.
