Member's Entitlement to Locality Per Diem Rate Allowance While Occupying Non-Government Quarters

A decision was requested concerning payment of the locality per diem rate allowance for a member who occupied non-government quarters on the day of departure from a temporary duty station outside the United States. The member was entitled to the locality per diem rate authorized by Joint Travel Regulations for that day and was not restricted to the travel per diem rate otherwise prescribed in the regulations.
