A Federal employee requested reconsideration of the denial of his claim for either holiday pay or recrediting of annual leave for two additional holidays declared by Executive Order while he was on annual leave. The employee took annual leave for the remainder of the leave year (13 days) but charged for only 11 days because the additional holidays were declared during that period. There was no authority to restore the 6 hours of forfeited annual leave in excess of the statutory limit of 240 hours for carryover into the next leave year. In addition, there was no authority to authorize holiday pay for the two additional holidays since the employee did not perform work on those days as required by law.
