Questions Concerning Entitlement of Minority Aliens to Jobs Funded With Federal Money

GAO was asked to provide comment on whether a) American citizens have priority over minority aliens on jobs funded with federal money, and b) if illegal aliens are declared "legal," would they become a privileged class and have priority on jobs with quotas over American citizens.
