[Report on Noncompliance with CICA]

Pursuant to a legislative requirement, GAO reported on each instance that a federal agency did not fully implement a GAO recommendation in connection with a bid protest decided during fiscal year 1991. GAO noted that: (1) federal agencies implemented GAO recommendations in all instances; (2) the number of protests received increased over the previous year and totalled 3,157; and (3) the number of protests that GAO closed totalled 3,080.
