The Department of State, in connection with the United States Migrations and Refugee Assistance Program, requested the decision of the Comptroller General, questioning the validity of obligations established against appropriations for fiscal year 1963 and 1964 respecting four contracts, and whether or not these meet the criteria set fourth in section 311 of the Supplemental Appropriation Act of 1955, as amended, 31 U.S.C. 200.
