Application of 5 C.F.R. Part 713 to Excepted Service Employees

This document refers to recent discussion in the Federal Equal Employment Opportunity office concerning the application of 5 C.F.R. Part 713 (1976) to excepted service employees in the legislative and judicial branches of the Federal Government. The view has been expressed by the Chief Appeals Officer of the Federal Employees Appeals Authority that the remedies provided by the Part 713 do not apply to such excepted service employees.
