GAO provided guidelines for implementing section 5 of the International Air Transportation Fair Competitive Practices Act of 1974. GAO noted that: (1) these guidelines would require executive departments, agencies, and instrumentalities to modify their current regulations concerning government-financed commercial foreign air transportation to avoid disallowance of expenditures that previously would have been allowed; (2) certificated air carriers must be used for all government-financed commercial foreign air transportation if service provided by those carriers is "available"; (3) expenditures for service by a non-certificated air carrier generally would be allowed only when service by a certificated air carrier or carriers was "unavailable"; and (4) vouchers for service by noncertificated carriers must have an attached explanation of why service by certificated air carriers was unavailable.
