GAO was requested to assume certain operational duties formerly performed by the Temporary Commission on Financial Oversight of the District of Columbia. The following duties will be assumed by the Financial Systems group of the Accounting and Financial Management Division: reviews of any changes in the scope of work and recommendations of approval or disapproval to the Commission; comments on or recommendations about proposals, subcontracts and amendments to determine compliance with the scope of the work; evaluation of monthly progress reports prepared by the project manager on the status of work and reporting to the Commission; sending a list of signed contracts and contract amendments monthly to the Commission; and monitoring work performed pursuant to the contract between the City and the Commission. The balance of the requested duties have been assigned to the Office of Financial Management. These include: acting as certifying officer for the Commission; providing a monthly accounting to the District and Commission of the disbursement made to the District as reimbursements for payments to subcontractors; maintenance of the Commission's records and files and providing access to these records to the District and the Commission; and provision of a final accounting to the Commission when all funds have been expended.
