GAO commented on whether the authorized certifying officer of the Small Defense Plants Administration (SDPA) was authorized to certify for payment a voucher for six prints of a picture of the Administrator of SDPA. GAO held that the cost of the photos was chargeable to funds appropriated to SDPA. Accordingly, certification for payment was authorized.
