GAO commented on whether its decision to allow Postal Service employee groups to use vending machine profits for various employee activities could be applied to other federal agencies. GAO held that, pending further clarifying legislation from Congress regarding vending machine profits, other federal agencies may make similar contractual arrangements to purchase, install, and operate vending machines and that the profits may be used to fund employee activities.
