Pursuant to an agency request, GAO reviewed the Nuclear Regulatory Commission's (NRC) implementation of its new payroll and personnel systems pursuant to its request for waiver from the restriction prohibiting employees from recording and maintaining their own time and attendance (T&A) data. GAO noted that: (1) the new NRC system would integrate and fully automate the recording and maintenance of T&A data and allow exception-based-reporting of employees' alternative work schedules; (2) NRC supervisors would approve employee-entered T&A data electronically and only payroll staff would adjust leave balances; (3) NRC supervisors would reconcile periodical reports with approved T&A data; and (4) NRC needs to ensure that certain internal controls are in place to protect the integrity of T&A data.
