GAO discussed the Federal Telecommunications System (FTS) 2000 program, focusing on the program's status and the need for a mandatory use provision to ensure compliance. GAO noted that: (1) the General Services Administration (GSA) has greatly reduced FTS 2000 equipment prices through recompetition of the requirement, in most instances obtaining below-commercial prices; (2) GSA implementation of publicly available price cap agreements with vendors should correct any price disparities; and (3) Congress does not need to include a mandatory use provision in the proposed appropriations act, since GSA already has sufficient legal authority to compel FTS 2000 use.
