Civil Service Reform: Observations on Demonstration Authority, the Use of Official Time, and the Administrative Redress System

GAO discussed three issues addressed in the proposed Federal Employees Integrity, Performance, and Compensation Improvement Act of 1998, focusing on the: (1) use of the Office of Personnel Management's (OPM) personnel demonstration project authority; (2) use of official time to support employee union activities; and (3) administrative redress system for federal employees.
