Information on Two Soil Conservation Service Contracts in Kansas

In response to a congressional request, GAO reviewed the award and administration of two Soil Conservation Service (SCS) contracts in Kansas to ascertain how the contracts compared with proposals received from another bidder.
GAO found that: (1) SCS conducted technical evaluations for each proposal based on experience, personnel qualifications, work performance capacity, and price; (2) SCS awarded the northwest Kansas contract to a firm with a slightly lower evaluation score, since its bid price was about half of the other bidder's; (3) SCS reasonably awarded the southwest Kansas contract to the bidder that had a higher technical evaluation score than any of the other four bidders, at a lower price; (4) although SCS increased both contract prices because of events beyond the contractors' control, their prices remained low; and (5) the work on both contracts was satisfactorily completed within the scheduled time frames.
