Senate rules require that each Senate committee include a regulatory impact evaluation with each public bill or joint resolution reported by the committee. The evaluation must include the paperwork impact, the impact on privacy, and the economic impact of reported bills. This guide covers the required economic impact evaluation and is designed to provide technical guidance in preparing and assessing such an evaluation. The guide performs three basic functions: (1) it is designed to assist congressional staffs in making a preliminary assessment of economic impact analyses; (2) it provides a listing and description of the kind of information that should be contained in a complete economic analysis; and (3) it provides guidance on the actual preparation of an economic analysis.
