Staff Views on the President's Fiscal Year 1983 Budget Proposals

GAO provided its views on the President's fiscal year 1983 budget-targeted areas and other budget-reduction proposals.
The areas which GAO commented upon included the new federalism and entitlement reform budget proposals pertaining to: health block grants, housing assistance, welfare administration, food stamps, and disability insurance and retirement programs. Discretionary spending budget proposals which received comment pertained to: energy research and development, health care programs, housing assistance, regulatory reform and transportation operations assistance, community development, student assistance, soil and water conservation, ocean and weather programs, fish and wildlife services, National Park Service programs, aerospace programs, and minority business assistance. Additionally, GAO commented on the National security posture. The control of Federal credit was discussed as it pertained to: rural electrification and telephone revolving fund loan authorization, the rural housing loan program, Federal Housing Administration and mortgage-backed securities credit limits, and Small Business Administration business loans. Various types of user fees were also discussed. GAO also commented on management initiatives in reducing Federal employment, dismantling the Department of Energy, health planning, Bureau of Indian Affairs staffing, fraud, waste and abuse, and mortgage insurance premiums.
