According to the GAO analysis, the information provided in the President's 12th special message to Congress for fiscal year 1977 concerning impoundments and supplementary deferral is correct, and the actions proposed have been clearly and accurately stated.
8roposed are a rescission of $126.2 million for shipbuilding and conversion in the Department of the Navy; revisions to two previously transmitted deferrals, one for the Department of the Army and one for the Department of the Interior, for which the 45-day impoundment period pending congressional consideration will end July 22, 1977; and a new deferral of Energy Research and Development Administration operating funds for the Clinch River Breeder Reactor plant totaling $31.8 million.
