Pursuant to a congressional request, GAO provided details of the Navy's plans to use legislative funds to preserve the nuclear-powered submarine industrial base. GAO noted that: (1) congressional conferees made $540.2 million available to help preserve the industrial base for submarine construction; (2) the Navy plans to use these funds to partially fund SSN-21 and SSN-22 cost growth and to purchase spare parts; (3) the Navy stated that construction of SSN-21 and SSN-22 submarines had experienced $646.2 million in cost growth; and (4) the Navy planned to fund the cost growth of the SSN-21 and SSN-22 submarines with $444.4 million provided under Public Law 102-298 and $179.4 million in surplus fiscal year 1991 advance procurement funds.
