Pursuant to a congressional request, GAO reviewed the Army's 1991 solicitation for M60/M88 steel roadwheels, focusing on whether the Army: (1) complied with applicable laws and regulations in not restricting the competition to domestic sources; (2) was required to give any consideration to the economic consequences of its procurement decisions on domestic firms and communities; and (3) planned any future procurements under the contract. GAO found that: (1) it could find no evidence that the Army did not comply with applicable laws and regulations; (2) the Army was not required to consider the economic consequences of its decisions; and (3) the Army does not plan to make any further procurements under the contract.
