GAO provided a supplement to its report on the defense acquisition work force. GAO examined the role of the program manager and contracting officer in developing the weapons systems acquisition strategy for the Joint Services Aircraft program.
GAO found that: (1) the joint technology assessment group concluded in May 1982 that the tilt-rotor technology offered the best potential for a common multi-service aircraft; (2) the program manager wrote the schedules and delivery requirements sections of the strategy; and (3) the Navy contracting officer did not participate in the acquisition strategy until the Department of Defense transferred the program to the executive leadership of the Navy, but did provide input on contracting matters so that the strategy complied with Navy contracting philosophies.
