Pursuant to a congressional request, GAO reviewed the Army's construction of temporary classrooms at Ft. Irwin, California, using operation and maintenance funding which had been appropriated to the Department of Defense (DOD) Dependent School Program.
GAO found that relevant legislation authorizes DOD to construct educational facilities on military bases and that appropriations were available to DOD under the program.
