GAO provided information on the: (1) percentage of Chapter 1 schools that exit the Chapter 1 program after 1 year due to improved student achievement-test scores; and (2) extent of inaccurate school ratings based on imprecise achievement-test scores. GAO found that: (1) one-half to three-quarters of the schools identified for program improvement would improve student achievement-test scores after 1 year; and (2) due to inaccurate school ratings, a majority of the schools would be identified for improvement based on inconclusive test scores but exceed the standard for achievement gains in the second year.
