GAO reviewed five regulatory agencies' efforts to implement the provisions of the Government Performance and Results Act (GPRA) of 1993, focusing on the: (1) five agencies' strategic goals and related program performance measures as well as selected employee performance standards as of January 1, 1997; (2) extent to which agency officials and GAO believed that these goals, program performance measures, and employee performance standards focused on results; and (3) aids and barriers that officials in the agencies said they faced in attempting to focus on results.
