GAO reviewed the Architect of the Capitol's proposed methodology to identify energy savings achieved under the shared energy lighting retrofit performance contract. GAO noted that: (1) the Architect of the Capitol needs to pay close attention to the implementation of this methodology to ensure the integrity of the data used in computing the quantities of energy saved; (2) the proposed methodology would determine the differences in lighting fixture energy consumption based on the number and type of fixtures and the hours of building operation during the pre-retrofit and post-retrofit periods; and (3) documenting and using actual building operating hours rather than an across-the-board standard for hours of usage would provide more accurate data on energy consumed during peak and offpeak hours.
