Pursuant to a congressional request, GAO reviewed the methodology used to quantify the lobbying expenditures of nonprofit organizations that received grants from the government. GAO noted that the: (1) methodology should produce reasonably accurate results when applied to the identified data from tax year 1992; and (2) data did not include all federal grants or all nonprofit organizations that received federal grants because certain federal grants cannot be identified from Internal Revenue Service data.
