The Secretary of the Smithsonian Institution requested GAO's opinion as to whether or not the language contained in Section 214 of the Independent Offices Appropriation Act of 1946 removes the limitation upon the availability of funds for the Smithsonian, where availability, by Section 213 of the Independent Offices Appropriation Act of 1945 is limited to one year after the date of establishment by Executive Order.
