A firm protested a proposed General Services Administration (GSA) contract award, contending that GSA should have rejected the awardee's bid as nonresponsive, since the awardee failed to meet a solicitation requirement. GAO held that the awardee's failure to meet the site inspection requirement was not a valid basis to reject its otherwise responsive bid. Accordingly, the protest was dismissed.
